Setting up PMU for Technical Support Services for Aadhaar Project (Period: 2018 to 2021)

Background

The Rajasthan Government aimed to enhance governance and service delivery to its citizens. An initiative the Rajasthan Government under RajCOMP Info Services Limited (RISL) undertaken to tackle challenges in financial inclusion, women empowerment, and resource optimization. Direct Benefit Transfer (DBT) scheme to address these challenges was launched and Aadhaar-based technologies were used to deliver benefits directly to beneficiaries.

Key Challenges
  • Financial Inclusion: Many residents lacked access to banking services
  • Women Empowerment: Women were not adequately represented as financial decision-makers
  • Unified Database: Absence of a central database led to duplicity and inefficiencies
  • Resource Utilization: Ineffective allocation of resources hindered service delivery
  • Family IDs: The lack of a unique family identifier posed targeting challenges
  • Point of Service: Limited service points created bottlenecks in delivering benefits

To address these challenges, the project adopted a strategic approach aimed at building a robust ecosystem for DBT and Aadhaar-based governance

Motivation for DBT Scheme:
The initiative aimed at overcoming bottlenecks in governance and service delivery. The government decided to provide both cash and non-cash benefits under various schemes directly to beneficiaries’ bank accounts.

Women-Centric Enrollment:
It was decided that every resident would be enrolled, and bank accounts would be opened for families, with the woman of the house designated as the head of the family to enhance women’s empowerment.

Robust IT Framework:
A decision was made to establish a robust IT platform for service delivery that ensured transparency, minimized duplication, and optimized resource utilization.

The solution was devised by implementing an Aadhaar-based ecosystem aligned with UIDAI guidelines, incorporating innovative tools and systems to address governance challenges:

Aadhaar-Based Technologies:

  • Developed and implemented AUA/ASA, e-KYC, Biometric Fingerprint Detection (BFD), and attendance applications
  • Enabled Aadhaar seeding for linking bank accounts and mobile numbers for direct service delivery

Infrastructure Integration:

  • Integrated Aadhaar devices, PoS applications, Micro ATMs, and authentication systems
  • Established a comprehensive Aadhaar/DBT ecosystem capable of scaling to meet increasing authentication demands

Secure Data Systems:

  • Set up a Core ICT infrastructure for KYR+ data storage, application hosting, and secure data transfer.
  • Ensured data integrity and disaster recovery through secure networks and database maintenance.

Standardization and Monitoring:

  • Assisted in the development of software packages for monitoring critical parameters across departments.
  • Standardized hardware and software platforms to ensure compatibility and efficiency.

Enhanced Service Delivery:

  • Enabled direct benefit transfers to beneficiaries’ accounts, minimizing leakages
  • Simplified access to government services by integrating Aadhaar into various service delivery points

Women Empowerment:

  • Empowered women by designating them as heads of households in financial systems
  • Strengthened their role in family-level decision-making.

Unified and Transparent Systems:

  • Created a centralized Aadhaar-enabled database to prevent duplicity and ensure accuracy
  • Improved transparency by tracking beneficiary records and authenticating transactions

Scalable and Secure Infrastructure:

  • Established scalable ICT systems capable of handling increasing authentication needs
  • Enhanced data safety with secure storage, disaster recovery measures, and adherence to UIDAI guidelines

Efficient Governance:

  • Improved resource allocation and service targeting with Family IDs

Aadhaar-based attendance monitoring increased accountability in government departments

The establishment of the PMU for technical support services under the Aadhaar Project proved to be a transformative step for Rajasthan’s governance.
