E- Measurement Book

Computerization of e-Measurement Book (Period: 2020–2021)

Client: Madhya Pradesh Police Housing Corporation Ltd.

Background

The Madhya Pradesh Police Housing Corporation Ltd. intended to streamline its billing and work progress system. The current manual processes were slow, erroneous and lacked transparency. These challenges demanded immediate action, therefore the organization established a common ERP and management portal to digitize the e-Measurement Book (e-MB) system.

Key Challenges
  • Manual progress reporting lacked real-time visibility for stakeholders
  • Human errors in computations and measurements led to inefficiencies
  • The manual billing process was slow, prone to errors, and lacked transparency
  • The lack of an integrated system resulted in redundancies and delays
  • Higher authorities could not effectively monitor work progress or ensure accountability

The initiative focused on leveraging technology to streamline urban infrastructure development, resource planning, and project management. The approach included the following steps:

  • Focused on urban planning, including land use regulation and infrastructure development
  • Encompassed water supply management, road connectivity, and the construction of buildings, markets, and parks
  • Addressed challenges in urban planning, land-use regulation, provision of urban amenities, and development of infrastructure projects
  • Created a roadmap for ensuring transparency, efficiency, and accountability

The solution was divided into two primary phases:

Design Phase:

  • Requirement Gathering and Study: Conducted a thorough analysis of existing challenges
  • Problem Statement Finalization: Identified and prioritized key concerns
  • Business Process Reengineering: Redesigned workflows to eliminate redundancies
  • Technology Intervention: Defined the technical solution architecture
  • Documentation: Developed reports such as Functional Requirement Specifications (FRS),
System Requirement Specifications (SRS), and To-be Reports

Build Phase:

  • Software Development: Designed and developed software modules on an n-tier architecture
  • Database Design: Created an efficient and secure database to handle large volumes of data
  • System Testing: Conducted unit testing, load testing, and end-to-end verification
  • Go-Live: Implemented the solution with overall project management and monitoring
  • Capacity Building: Trained stakeholders and incorporated feedback for continuous improvement
  • Change Management: Addressed change requests, issue resolution, and system enhancements
  • Effective Contract Management: Automated workflows facilitated better planning, operations, and audits
  • Optimal Resource Planning: Integrated modules eliminated redundancy and duplication, enabling real-time data sharing for better decision-making
  • Transparent and Accountable Processes: Role-based access and workflow automation ensured accountability and transparency
  • Integrated Applications with Decision Support System (DSS): Consolidated ICT tools enhanced user experience and provided consistent results
  • Centralized Document Storage: A digital library allowed secure, centralized storage of documents in digital form

Enhanced Security and Alerts:

  • Dual-factor authentication ensured data security.
  • Alert systems notified registered users of updates and actions.
  • MIS for Decision-Making:
  • A robust Management Information System (MIS) provided critical insights for strategic decisions.
